second, no BB sized particles are doing light speed in orbit. if they were doing light speed around earth, they'd leave orbit in short order.
third, there are several technologies for clearing orbit, from the "proposed by the sane" like laser ablation, to the "do you really think we can't nuke it?"
fourth, and my real point, which i've prefaced with nerdish pedantry because i don't respect you and also because i love to bury the lede, what you are advocating is a scenario where the billionaires run into space and leave the rest of us behind to die on earth. it is a scenario where they know they have an escape hatch and we don't. you actively incentivize them to destroy the planet with abandon, knowing that on the day of judgement they'll be spared the consequences of their own actions. (in your fantasies you tape over this: "well, we'll pick up the pieces!" - mate, any pieces that can be picked up have been put down on the last flight to Alpha Centauri.) to hell with that! it is better that our society should die on earth than that a selective process should single out the worst specimens of non-human from it and send them out to destroy the heavens as they destroyed the earth. you attack the rich in one breath, yet you wish for their final victory over the poor on your other. on both technological and philosophical grounds i find your ideas to be, in a word, not to put to fine a point on it, wrongheaded.
