Within capitalism something like this will be the target of scammers that will try to create a reparations niche industry, that will specialize in "historical justice farming". There would be no support for a commercial and commodified version. It has to be a public sector project that makes sure only poor people can be benefactors, and it should be used to expand public services for poor people.

No racial, nationality or identity profiling, it has to be targeted at all people that suffer from structural disadvantage.

I should clarify I mean after a socialist revolution in the paying country. Say France went full gommunism. They owe it to Haiti to pay them back, so long as it puts the money to good use (establish rules basically to prevent dictators and their friends from pocketing it for themselves). Ideally the former imperial power would also guide the paid countries to socialism.
