Getting America and it's allies to stop funding jihadist death squads against a geopolitical enemy whenever it's convenient would be a good start. Then maybe China could start empowering secular and moderate muslim left-wing forces in the region more, I don't know. China seems very hesitant to intervene in the internal politics of other countries, for better or worse.
It's definitely a problem that secular forces like socialists, Nasserists and Arab nationalists have either been crushed, weakened or delegitimized themselves across the middle east. For instance, the popularity of Hamas is a logical result of Fatah (secular, social-democratic) and PLO becoming a collaborationist regime that kidnaps and tortures Palestinians on behalf of Israel. I've also heard it claimed that Israel welcomed Hamas taking over PA leadership as it would allow them to get away with bombing Palestinians indiscriminately. I don't know exactly what could be done to reverse this. I've heard PFLP (communist) has had an increase in support lately but I don't know how significant that will turn out in the long term.
