Aaron Mate reports on an open-source study that claims it was Syrian rebels who did this attack. This attack at the time was used by Obama to threaten a missile strike on Assad's territory and later became a precursor to the 2018 Dhouma "attack" which was actually staged by the White Helmets and used to drop NATO bombs on Syria. Mate claims he ran this study by physics and engineering experts, including one at MIT and they rated it very highly.

It should be noted that there have been many instances of ostensible chemical weapons attacks on both sides of the Syrian civil war, and the 2013 Ghouta incident led to the dismantling of most or all of Syria's chemical weapons. Assad having used CW doesn't absolve NATO of intervening, getting things wrong, lying and co-opting the OPCW to justify its losing war for regime change against Syria and its citizens.
