There are lots of North Africans on /int/. As for why there aren't many Subsaharan Africans:

That said, I agree '4chan hates blacks' is a blanket statement which is straight up false for a lot of the userbase, but the point stands that the largest board and a loud minority on other boards openly express anti-black views.
