Merely showing more skin is not sexualization; a naked baby is not sexualized just beacause it's naked; a person in athletic swimwear is not sexualized just because they're swimming and need to put on something specifically for that. None of those things are associated with sex in real life.
In the game, though, those characters are designed to look like little girls, and are given short robes that leave certain places uncovered, emphazising the thighs, midriff and crotch, which is covered in nothing but small panties. The design specifically guides the viewer's eyes to the crotch; if you know about art or character design, you'd realize instantly what the artist's intentions were. In addition, those characters wear high heels. These design choices, things like bikini armor and high heels and showing very specific parts of the body that
are associated with sex, were completely unnecessary (as opposed to a kid wearing the appropriate swimsuit at the beach with their parents), but since the goal of the character designers was to make the characters appealing to the mostly adult players, the Elin were sexualized just like the other female characters in the game, to try to attract a specific audience.
